On the morning of May 23, Vice Chairman of the Provincial People’s Committee Phan The Tuan chaired a working session on the progress of Yen Lu industrial zone project, Yen Dung district. Also attending were representative leaders of Departments: Natural Resources and Environment, Construction, Provincial Management Board of Industrial Zones; People’s Committee of Yen Dung District and Capella Real Estate Joint Stock Company (investor of Yen Lu Industrial Zone).
Reporting at the meeting, Chairman of People’s Committee of Yen Dung District Hoang Van Thanh said that the total area for implementation of Yen Lu Industrial Zone project was 377 hectares (171.16 hectares for phase 1; 107.48 hectares for phase 2; 98.36 hectares phase 3). Up to now, the district had cleared 137.38 hectares/377 hectares, changed the land use purpose to 58.3 hectares; moved 601/646 graves. The total cost paid to the people so far was 328.5 billion VND. Currently, People’s Committee of Yen Dung District was directing to complete the dossier of land use purpose change to submit to the Department of Natural Resources and Environment for appraisal with an area of about 79.08 hectares that has been cleared (69.74 hectares in phase 1; 9.34 hectares in phase 2). The implementation progress of Yen Lu industrial zone project had basically reached the plan.
However, regarding land clearance, there were still a number of households that had not yet agreed, not declared and taken inventory, still had problems on the origin, etc., concentrated in Yen Hong, Yen Tap Bac and Yen Tap villages. In addition, the system of land management books in Yen Tap village was incomplete, unclear, and inaccurate, making it difficult to identify the land owner and the origin of land use. In the same parcel of land, there were many types of land, the current status was unclear, and it was difficult to locate each type of land, leading to difficulties in determining the support for assets on the land. Some parts of the people did not agree on the compensation plan when the state recovered the land, etc.
At the meeting, the representative of Capella Real Estate Joint Stock Company said that in order to meet the site clearance progress, the Company had built the cemetery No. 1 and No. 2. Up to now, Cemetery No. 1 had basically been completed and met the needs of people’s grave relocation. Cemetery No. 2 was in the process of constructing internal roads and fences in the cemetery. Besides, the Company was also implementing the construction of infrastructure, moving the current power line on the cleared land; constructing the system of roads, surface water drainage, waste water drainage; constructing wastewater treatment station phase 1.
Regarding investment attraction, Yen Lu industrial zone had successfully attracted 01 Taiwanese project – Yonz Technology Co., LTD. Currently, the Company was working and negotiating with customers wanting to rent land with a total area of about 100 hectares and most of them required immediate handover of land.
The investor requested the People’s Committees of the province, the district and Yen Lu commune to continue supporting to solve problems in compensation and clearance, propagandize and mobilize households and individuals whose land was recovered to comply with the State’s policies and guidelines to soon hand over the project site; pay attention to and speed up site clearance and invest in the construction of the DH5B road. It was proposed that the Management Board of Industrial Zones of the province consider and approve the detailed construction planning at the scale of 1/500 of Yen Lu cemetery.
Concluding the meeting, Vice Chairman of the Provincial People’s Committee Phan The Tuan requested Yen Dung district to continue to focus on leadership, direction and synchronous implementation of solutions to ensure the completion of the site clearance phase 1, phase 2 with a total area of 278.64 hectares before July 30, 2023; phase 3 in 2023; organize the review of tasks, thoroughly solve difficulties and problems according to their competence, promptly discuss and reach agreement with relevant departments, sectors and units involved in implementation; focus on speeding up the implementation of the DH5B road project, creating favorable conditions for the investment and construction process of Yen Lu industrial zone.
Strengthen propaganda and mobilize households, individuals and organizations whose land was recovered to implement Yen Lu industrial zone to agree and promptly settle petitions according to their competence to ensure legitimate interests for people whose land was recovered to implement the project, stabilize the security and order situation in the locality.
Capella Real Estate Joint Stock Company would well cooperate with the locality in compensation and site clearance; ensure resources, focus on speeding up the infrastructure construction progress of the area having been handed over; pay attention to invest in common infrastructure to serve the project, especially concentrated water treatment stations, people’s cemetery,…; pay attention to support the locality whose land was acquired.
The Department of Natural Resources and Environment, the Department of Construction, and the Provincial Management Board of Industrial Zones would continue to actively coordinate, guide and support Yen Dung district and the investor in the implementation process to ensure timely settlement of problems, difficulties and obstacles to speed up the investment progress and construction to soon put Yen Lu industrial zone into operation, creating favorable conditions for investment attraction and socio-economic development of the locality./.
